The project builds on the original E-caravan project launched in January 2006 by Fondation Saradar in partnership with UNESCWA. The E-caravan roamed in more than 30 villages, introducing the world of IT to communities of the formerly occupied South Lebanon region. More than 600 persons were trained over a period of 6 months. The Mobile Computer School was struck down by Israeli missiles during the hostilities that gripped Lebanon in july 2006 while parked at the Intermediary School of Ayta Al-Shaab in South Lebanon.

The new "E-Caravan-Phoenix" is a mobile computer and internet school, the aim of which is to empower the local and rural communities in Southern Lebanon. This project is designed to deliver basic e-literacy sessions especialy for youth, women, the eldery and people with disabilities, as well as advanced IT courses for trainers and for Micro and Small Enterprises.

The E-Caravan- Phoenix is furnished with equipment and software to facilitate the access of the physically handicapped and the visually impaired to computers and IT skills through the "Accessibility Programme" and the "Adaptive Technology Programme"
