16 years agoأكثرية اللبنانيين، لسبب أو لآخر، لا تعرف مدى جدوى وأهمية قانون الانتخاب، بينما يراه البعض القانون الأهم بعد الدستور في أي دولة.
تنبع أهمية قانون الانتخاب من كونه القانون الذي يحدد السلطات ويوجه مستقبل البلاد نحو الازدهار أو التخلف؛ فبقدر ما يكون القانون غامضاً ومفصلاً على قياس السلطات الحاكمة، بقدر ما يتفشى الفساد والتخلف. وبقدر ما يكون هذا القانون مراعٍ لمتطلبات الشعوب، لا الحكام، بقدر ما تنعم هذه البلاد بالشفافية والتقدم والنمو.
وبالعودة الى لبنان، وبعد تجربة عدة قوانين انتخابية، نستطيع القول أن أي قانون لن يرضي جميع الأطراف، والسبب في ذلك لا يعود دائماً الى مصالح شخصية، بل الى تركيبة لبنان الديموغرافية المتنوعة وخوف كل وحدة من امكانية عدم وصولها الى المجلس النيابي وايصال صوتها.
لذلك نحن كلبنانيين يجب الا نعمل على الغاء بعضنا وعدم خلق الأحقاد فيما بيننا، بل علينا البدء ببحث جدي في قانون انتخابي عصري جديد.
ونقول هنا أن التاريخ لم يقف عام 1960 أو عام 2000 فلا يمكن الأخذ بهذه القوانين فيما العالم أجمع يجنح نحو تبنّي القوانين الانتخابية التي تعتمد التمثيل النسبي الذي يؤمن التمثيل الصحيح حتى لأصغر وحدة مكونة للمجتمعات.

16 years agoDear Yasmina it is nice what you have already mentioned, but as we all know Lebanon is struggling because of his political leaders who design electoral laws in order to stay in their chairs, so what we really need is some kind of civil revolution to adjust and implement a new electoral law who brings the best candidates who represent better their base.

16 years agoThe best electoral law, who have proved the perfect representation of people is the proportional representation system. In which each community can elect its representers in the cabinet, each community have the same proportion of representeres as it represents demographically in the country.
Lebanon on the other hand have never tried this system, hope that he will in the upcoming years.
